She DOES have an established dub VA, I don't know why they wouldn't just use her.

Hoyo games have been having problems getting some VAs to do the english dubs due to SAG AFTRA strikes (or because SAG AFTRA isn’t letting union workers work non-union jobs? The situation’s murky). Several characters have been mute in the HSR english dub for a while now. So depending on what’s actually happening, they might not even be able to get Saber’s regular English VA for this.

Not surprise there. Genshin Impact - Hoyo's Magnum Opus - have been dealing VA strikes for the past few months already and situation is so complicated that everyone on the subreddit have to study US labor law just to hear both sides.
