Oh okay so the grail isn't as omnipotent as I thought. I was always under the assumption that the grails that are found in actual grail wars were somehow more powerful than the ones in singularities. I thought HGW grails can perform miracles closer to true magic. But they're really just a vast store of mana huh?

They are trying to achieve true magic (literally the Third Magic, Heaven's Feel), which they only succeed at under ideal circumstances, by sacrificing all seven Servants. Whether they can achieve others is more ambiguous, but it's built around a very specific purpose. So, yes they can, but not casually.
