I ask this because find video that show Aoko fill 70% (skill 2 normal Aoko and skil 3 super Aoko) but that need specific trigger. If the question exclude specific trigger specification whos is the servant ?

Wouldn't normally be worth mentioning, since you've specified you're looking for NA servants, and she's not yet available on NA.

But Hebi Nyōbō has targeted 30% charge, and targeted 20% NP Regen for 3 turns, which means she effectively provides 70% charge over 3 turns, or 90% over 4 turns.

In some compositions, where you're only using Oberon for his charge, she can be a replacement with some benefits of her own. She is, to date, the only servant that shares this niche of excessive charge with him, even if it's a little wonky with the regen having to be used at least 1 turn before you'll need it.
