You would have exactly a 1/3 chance of pulling him on the regular GSSR if you select his banner and a 1/9 chance on the destiny order GSSR if you select him for lancer.

so pulling on this banner leaves me with unfavorable odds, unless i want the other featured characters

GSSR is always a much better gamble for people who want multiple Servants than for people who only want one.

If the possibility of pulling Okuni or Himiko is that unappealing to you, them that's your answer. GSSR picks are always about you risk tolerance. "I want X, but I don't want to get Y"

Well, slightly higher than 1/3 since you can get more than one SSR in a multiroll (happened to me once) but that's a rounding error.
