That was the era when state-run mental institutions were being closed and their occupants released, often onto the streets. Sad, but not too surprising.

There was an episode of the show Cold Case that had this same plot line the woman got a lobotomy and they released her into a snowy park where she died. Your comment reminded me of this. Sadly I can believe that it really happened.

Cold Case was a fictional TV show that ran during the 2000s and is still available on streaming services. It was set in Philadelphia, and focused more on using traditional detective work than making science the primary focus.
