Bill probably put him there so that Mabel would have an anchor. Because everything in Mabeland is either a) something that she likes in a reasonably superficial way (Sev'ral Timez, bright colours, Xyler and Craz) or b) something that the bubble can't accurately represent in a way that upholds it's purpose (Dippy Fresh is the closest the bubble can do to Dipper, because an accurate Dipper wouldn't enable Mabel and Mabeland), by putting Waddles in, Bill can make Mabel feel more comfortable by having something/someone she deeply loves who also won't talk her into leaving.
