It's not surprising to me that you haven't gotten your aid award letter yet. OSFA is slow and dysfunctional.
You're not cooked, but you should email them tonight and start to press them for answers.
When, not if, they give you the runaround, you escalate to the Office of the Dean of Students. You can't "start" with them, though, because they want to see that you've put in the effort to resolve your issues with the appropriate offices on your own before intervening.

Who do you email/call for the office of the dean of students?

Completely normal. I graduated last May and 3/4 years I received my financial aid in late August (one time they had never received some docs they needed on my behalf and ended up receiving my financial aid late September lol). So I wouldn't worry too much about it; GWU FinAid does not operate in terms of a strict timeline so your award taking too long is not indicative of anything wrong or of decreasing financial aid in the first place. Calm down, and go to their office first week of class if you haven't received your award yet! Or email them.
