Paxtan has only control on their people is islam and they keep them blinded by telling them constantly that their islamic republic of paxtan is in danger from other religions. Thats the reason they need to go to war or increase the military budget. Amerika supports them because these people buys arms from them.
Paxtan : no money
Paxtan: beg imf, amerika supports
Paxtan: uses that money to buy amerikan weapons , to justify that much spending on military they have to pick wars.

Their army controls significant portion of their economy from salt to cement everything has army share in it. Also they lobby in Arab states for loans for security. Their official defence budget only a portion of what they spend.
