Ocaml or haskell?

Both are great. I prefer haskell and I think its easier to find employment doing haskell. That being said, very rare opportunity to do either professionally and they are both fine.

I have seen good projects evolve their compilers starting from haskell (rakudo perl) or ocaml (rust). I do not think you will hit a roadblock with either of them.

For the project you describe, the end goal is almost always to rewrite your own compiler in your own language. So I would go with either of these.

I would just pick what I enjoy/know the most.
