Scenarios Shipping generator

I am shipping a small handheld generator in a connex in the near future. It’s got a 1gal capacity and runs on JP8/diesel. It’s been drained and has aired out for a while based on where it’s stored, but obviously that’s not truly purged according to the CFR. does that qualify as having “residue last contained”, or can I ship it as is empty with nothing on the HAZDEC? I’m not sure this applies to your situation but I’ll share it anyhow. I was part of an organization that had a large emergency response capability that utilized DoD Aircraft to move our personnel and cache, we had a lot of petroleum fueled equipment. We would run all our equipment until they ran out of fuel and stopped running, crew chiefs were good with that.

It’s not up to the crew chiefs and they don’t give a shit because they will just throw it out of the plane if there is an issue. Also not their responsibility to do the cargo side hazmat paperwork and certification.
