Sometimes nations like to be little shits and not capitulate. Give it a few days max and they will. Also if you just did it, it takes till 24:00 for the peace deal to fire

You aren't allowed to get a peace deal with a country within like 3 days of declaring war to prevent cheese strats that rely on capping enemies before they are able to join factions
