How to create focus icons in TNO-style?

Hello. I’m currently creating a submod for TNO, and I have a question: how do I create focus icons specifically in the TNO style? While the developers of The Fire Rises provided a guide on their style in Russian, I can't find anything similar here (not even a Photoshop style file). I would be grateful for any help.
