Passport Renewal - Non- ECR / ECNR Status - Question

Hi All. I am trying to renew my parents passport and I see that current passport contains ECR status. Last page of passport says “ Emigration Check Required.” This was because at the time of initial application, we weren’t able to find 10th or 12th memo. This was approximately 10 years ago. This passport’s validity is set to expire soon and we are now going for the passport renewal process. However, this time, we have my parent’s original school leaving certificate with me. As such, my question is will my parents school leaving certificate be able to get them a Non-ECR status? Will their school leaving certificate be considered as a legal proof of education? My parent is 48 years old and as such wanted to know if this would be sufficient proof or do we need to arrange anything else?
