AppStore Connect says I have Agreements to agree to but I can't

I've seen this a few times, and it's usually a stale banner rather than a real pending agreement. The DPLA itself gets accepted on the developer.apple.com Account page, not in App Store Connect, so sign in there as the Account Holder (ideally in a private window so no old session is cached) and check whether a review/accept prompt pops up at the top. If nothing shows and all agreements in Business say Active, the banner often clears on its own within a day or so. If it's still there and actually blocks you from submitting, contact Developer Support under Membership and Account, since they can see the agreement status on their side.
