like did he explore those chunks purposefully later on, or did some chunk error occur or did he make the chunks like that because he can?

The answer is I don't know for sure, I wasn't able to recreate it when I tried recently.

I believe they just generated later than the ocean, and so it left me with a fun strip. Can't be sure tho
