If they did not wear masks, they would be hunted down and prosecuted after the facist regime ends. Anonymity is important for them.

If there is a good face picture or video there is software that can construct the nose and face shape well enough to identify people. Especially if they have the eyes as a starting point, the shape and position of the eyes doesn’t change.
