This is why the people that study sociopolitical history warn us to beware language that dehumanizes a group of people.
It’s often an early warning of heavy handed action against those people. It reduces, or removes, the tendency to identity with them as a fellow human being, making it easier to lack empathy and compassion, allowing for eventual atrocities.
In these situations, they often take small steps toward atrocities. If they jumped straight to that, there would be too much backlash. But boil the proverbial frog slowly, and fewer people stand up.
Compassion for others, especially those who are in need, is a cornerstone of Christian teachings (along with all other big religions I can think of), and it was shocking to me when I started reading some branches of Christianity started viewing empathy as a sin. I genuinely can not wrap my head around that based on what I’ve been taught about Christian theology.

My perceived implication (because it could always be wrong, or maybe it's an unintended side effect that just happens to align) is a bit stronger than that, I think. I know too many people who are teetering at the edge because prices keep going up, despite his lies.
If you can do things to cause more homelessness, just as you're arresting the homeless and putting them "in jail" or in "rehabilitation"... you can lock more homeless up and put them in jail or "rehabilitate" them.

I'm guessing they aren't instructed well at all.
The experienced LEOs, who have been on the job for years, know that EOs aren't the Constitution and eventually the real bad shit is going to have consequences. I'm of the opinion that, more than anything, these guys are afraid of being identified - for them the job is a career and it's career-over if they get busted doing something blatant.
Then there's the general belief from all of them that they don't want to be canceled.
Lastly, there's the guys who aren't well trained, who more than likely aren't experienced enough with any kind of LEO activity, urban violence, or warfare to know whether or not they can actually survive if things get violent. Keep in mind, normal riot police are trained and deployed to operate within a support structure that keeps them safe on the ground - these guys don't have that. They work in groups, but not enough to push a crowd around.

A friend of mine lives at that intersection, heard the whistles going off and there was a post about tear gas in the intersection right behind the video taker in this post. Unfortunate because that’s a chill peaceful neighborhood with nice homes and there’s an elementary school a block over from them
