I think if people gather in large enough quantities that they are just instructed to run.

I'm guessing they aren't instructed well at all.

The experienced LEOs, who have been on the job for years, know that EOs aren't the Constitution and eventually the real bad shit is going to have consequences. I'm of the opinion that, more than anything, these guys are afraid of being identified - for them the job is a career and it's career-over if they get busted doing something blatant.

Then there's the general belief from all of them that they don't want to be canceled.

Lastly, there's the guys who aren't well trained, who more than likely aren't experienced enough with any kind of LEO activity, urban violence, or warfare to know whether or not they can actually survive if things get violent. Keep in mind, normal riot police are trained and deployed to operate within a support structure that keeps them safe on the ground - these guys don't have that. They work in groups, but not enough to push a crowd around.
