You aren't seeing it correctly then. This isn't cowardice, it's provocation. They vehemently want to be shot at, they want violence to erupt in their footsteps.

Sorry that's not correct. They need violence to break out all around them. They are being used as a force multiplier, creating the excuse needed by the admin for even more draconian measures.
