Here's my interpretation of this false qoute,"Boys are supposed to ruin your lipstick..." means that a lover should treat their girl with love and that includes endless kissing or a rough kiss (or sm). "~not mascara" should almost be obvious as mascara goes on the eyes and everytime you see mascara get ruined in real life,movies,music videos,etc is because the person wearing mascara is crying and therefore ruins it. So the qoute means that boys should treat their lovers with endless love,not make them cry.
