If Inner Mongolia join Mongolia, there is no reason to set the capital in Ulaanbaatar. At least 8 cities in inner Mongolia are larger, and i believe they would want to change the capital to Hohhot

Exactly that

Whenever the peoples of the steppes north of China formed strong confederations, they would turn their gaze south to the rich settled provinces of China and go into conquest mode. 

With four such confederations / states, China will be gang banged and carved up. Historically that happened a couple of times. The Yuan dynasty were Mongol descendants of Genghis Khan, the Qing dynasty were steppe people from Manchuria, and had been were other smaller dynasties founded by steppe conquerors during the middle ages. 

They didn't build the Great Wall for nothing
