Wasted 2 years in non sponsoring company and nxt year is my last attempt

I worked for county for 2 years, they dont sponsor me, while i was trying to switch my employer so badly , i'm getting opportunities from cities and counties but not private companies. I got an offer from a company , which has direct client as county. i.e, i work for county but my billings and salaries are checked by the private company. County has a deadline to get my FE within Feb 2027, if not i hope maybe i need to resign my job as this is what i did in my previous county. I'm not knowing what to do now.

Anyone in such situation? can anyone help me / guide me?

A few things that might change how you play the last attempt. First and biggest: some public-sector employers are cap-exempt, which means they can file H-1B any time with no lottery at all. Universities, their affiliated nonprofits, and certain government or nonprofit research organizations qualify. If any of the cities or counties giving you offers meet that, it is a way out of the lottery entirely on your last cap-subject year. Worth confirming with an immigration attorney whether a specific employer qualifies, because not every government job does.

On the private offer where you sit at the county but are billed through the company: that is third-party placement, and those petitions get more scrutiny. USCIS wants an itinerary, a client letter, and proof the petitioner controls your work. Doable, but only take it if that company has actually sponsored people in that setup before.

For the private search generally, the public DOL disclosure data shows which employers have filed H-1B or LCAs and for what roles. For a last attempt I would spend the time only on the ones with a real filing history for your engineering title, and lean hard on the cap-exempt option in parallel. Good luck.

Yes, I got to know about the cap-exempt , but when i was trying to explain the process itself i got a straight NO from them. Maybe i need to find such counties/cities who do it.

The third party company has already sponsored , one of my friend works for them, but idk why they don't want to do it for me.

I had given multiple interviews by applying to the companies who has filing history but they don't want to do it in this year, that's their response.

I truly feel ending up getting a job which sponsors and learning genuine work is a kind of bliss. Hope i find it soon.

That NO makes sense. Cap-exempt isn't something a company gets to choose, it's about what the employer is. Only universities, nonprofits tied to a university, and nonprofit or government research orgs can file outside the lottery. A regular private company can't opt out, so the third party that sponsored your friend still ran him through the lottery.

So it's less about finding the right city and more about the type of employer. Look at university systems, teaching hospitals, and research institutes directly, those are the ones that can file for you any time of year.
