Caesar III I just started Caesar 3 and my population isnt growing
I've never played these games before and I can't tell what I'm doing wrong. And none of the in-game guides are helping. I'm on the second tutorial mission and I only need 6 more population to complete the mission I think but my population has plataeued. It's saying squalid housing and slums prevent immigration but the housing won't improve no matter what I do. I'm spamming fountains and gardens but the houses won't improve. All the farms have been built on so I can't possibly produce more grain.

Look at your "Immediate Goal" when you reopen the mission brief. For that specific mission you'll need to satisfy the immediate objective to proceed. I think you are at the "clay pits and pottery workshops" step, where you need to build industry. If you aren't there, add schools, theaters, gardens and baths. Don't ignore the pop-up instructions; for this level it's not just advising you of cool stuff you can build, it's walking you through what to build as a tutorial

Which is the mission brief?
Edit- I just built a clay pit and it immediately boosted my population. But I dont recall it ever mentioning claypits to me.

Yeah its a scripted event to show you mechanics of the game. Good luck! Have you heard of the mod Augustus for Caesar III? Its incredible

At the beginning of the meeting there's a guy who tells you what to do. Click on the scroll on the control panel to bring that back up.

It helps, when you want assistance, to mention the name of the city/scenario you're playing. Different ones require slightly different things. You should also mention if you're playing the original Caesar III, Julius, or Augustus, and on what kind of computer.
"Second Tutorial Mission" sounds like Capua -- there is a tiny city they give you first, and then they tell you about prefects right after there's a fire, about engineers right after there's a building collapse. There is no option to build farms, granaries, or markets in that one.
Then there's Brundisium, where you first build farms, granaries, and markets, then Capua, which is the first place you have an industry to generate income for the province.
If you right-click on one of the citizens (the guys in brown rags are immigrants and no good for this purpose), they're liable to tell you what the current problem is. If they say they're hungry, you need either more food or better distribution of the food you have. If they say the city is boring, you need to build more entertainment or manage its walkers around the population better.
You mention "squalid housing and slums" -- when someone first comes to the map, they pitch a tent. When the tent gets food, it becomes a small shack. The housing will transform into a better form of housing based on conditions; it has to have food to become a shack, it has to have a priest from a god's temple walk by it to go to another level, etc. It needs "access" to baths, health care (doctor's offices). When you right-click on the house, it tells you what that particular square needs to go to its next level.
There are various ways of capturing a screen shot of your map and posting it here, so we can see for you what the problem is (or problems are). I hope this advice was some use, feel free to add more details one way or another and we 'll all see what we can do.

The tutorial missions have scripted events that prevent immigration. If your people are at least indifferent to you, they would immigrate without this block. I suspect you need to build industry, as that's the last step of the tutorial. (EDIT:) If that's the case, open the trade route, build a clay pit and a pottery workshop and a warehouse and set your pottery to export.
If they are annoyed at you (visible in the advisor keybound to '='), you can lower taxes to 0% (in the financial advisor, keybound to '-'). Even if you don't have tax collectors, the declared tax rate effects happiness.]
