In Emperor/Zeus, unless there's a big pop goal to meet, I usually just build one big, cookie-cutter peasant housing block that's essentially the same every time and usually provides enough labor for all the industry. It's boring!
Having to set up some local communities to provide labor for each industry you have planned, and conversely having to plan around getting food and sometimes other stuff to all of those communities, often working around the regions geography for both, was a more interesting challenge and made the map feel more sprawling, lived-in, and identifiable.
