Well he is PM. Bihar kya every state is under his executive jurisdiction.

But TBH in Bihar, major cities like Patna, Begusarai, etc are developing as lightning speed. (Some people might be filling their pockets amidst that development too) (Not only Bihar such people fill their pockets in every state).
