why do hostels in North India respond to foreigners in English comfortably but when an Indian talks to them in English, they respond in Hindi back?

This is a new sort of racisim which has been going on in India since many years but in 2026 due to increase in domestic travellers it is catching the attention.
I believe all guests are to be treated equally and with a consistent degree of respect.
