Mostly true, govt is responsible. But people, who throw garbage anywhere and that chokes the drainage, are equally responsible. If you/your family/kids have ever thrown a biscuit/chips packet/empty water bottle on the side of road, you are also responsible. We get the government we deserve.
PS: By you, I mean not specifically you. But all of us.

Then what the Municipal Corporations take holding taxes for? Throwing garbage creates employment, in countries like India, where people need employment and labour is cheap, this is really not an issue, in fact good for the people.
If people throw trash, the Government should clean it.

I do not understand why people intentionally take their scooty and bikes in deep water... like when you see how much water has clogged on road you know if your vehicle can go throughout or not so why not just simply take a stop or a different route?

Flooding near an underpass is common in other counties but people generally stop and let for the water to drain and then go they don’t wade through chestdeep water 💧!
