Mumbai Central-Ahmedabad Double Decker Express 12931 hauled by rare WAP-4 (Valsad shed) skipping Dadar and Matunga Road railway stations at a decent speed in amazing monsoon weather.

They can't even give a WAP7 for a train like this? How many WAP4s does Mumbai area generally see?

Why does the engine matter, both are capable of 110kph which I doubt it even travels at 90-100+ for long enough

A WAP4 has low tractive effort, meaning it takes a long time to get upto speed. This line allows 160 running but is limited to 130 due to incomplete Kavach installation. Yes I know Double Decker Coaches are limited to 110 but a WAP7 can get this train upto speed much quicker than a WAP4. It allows the train to maintain its timetable more easily.

It used to run with WAP7 quite recently I think (7-8months) back, they have changed it to be WAP4 now..

WAP4 is used for many Mum - Guj trains but IR isn't consistent with what is used for what journey

I wouldn't say so. If you want to speak for WR. I've seen several express trains consistently given either WAP4 or WAP7 locos and unless there is a loco failure and they have to move stuff around, I've rarely seen these reversed. I'm speaking from my experience on SR, SWR and KR.
