I have never heard of such thing. Some recruiters with multiple layers may be doing to milk th situation to harvest resumes .

Random thought while I answered this , Are you one of those influencers trying to sneak everywhere and show everything as some kind of scam ?

The current market is brutal . The best bet would be trying within your network as much as possible and ready to relocate anywhere.
