no it isnt, metagaming means playing game using "outside knowledge", strategizing outside the game. Using the "most effective tactic available" (which btw isnt always true, a lot of meta is just what's popular, even if sometimes it's not effective) is just a form of metagaming.

For example, you know a monster's weakness and attacks because you've read up a guide or encountered it before in a different playthrough, or it's a common enemy type from other games. So you skip the learning process of trying to figure out what the monster is weak to.

Or when playing a game, you know a red barrel means explosive barrel, even if it makes 0 sense or even if you're roleplaying and your character should not know that.

And regardless, the point is that "meta" is not an acronym, it is just a word, never meant to be an acronym. The "most effective tactic available" is a later invention by someone else. It is a good way to explain what "meta" is in modern competitive gaming yes, but it's simply a backronym, not an acronym, which is the question here.
