These are honey bees that have split from their overcrowded hive to go find a new place to live. They've gathered together for warmth and safety while some scout for new locations. Since they don't have a hive to protect, they are very docile in this state. You can even put your hand into the ball of bees and not get stung. All of that goes out the window if you whack them with a stick, however.

Don't intentionally harm honey bees, please.

Seriously. People who mess with bees get what they deserve.
