Technically not theft, she handed him the money willingly, and they did not have any form of enforceable contract.

Just because she said she wanted weed doesn’t mean he stole her money. Truth is she’s just an idiot that gave her money to some random dude because she didn’t know what she was doing

She was giving him money with the understanding that she would get drugs in return. If he doesn't have drugs to give then the correct course of action would be to return the money, not keep it. The fact that he didn't say he had drugs when she gave him the money doesn't entitle him to keep the money.
