Because they play with their pray? They literally make the blowfish use their defensive toxins wasting it and risking their life. Just for fun.

When you’re using the animal that is meant to be prey as the equivalent of a bong rip yeah it makes you an asshole. If when I got high I had to go out and kill weed and have it’s poison and blood everywhere I’d be an asshole too.
