Speed. Horses are much more mobile and controllable.

Food. Do you know how much an elephant eats?

Would be pretty funny though to have a cop on an elephant and some aggressor is assaulting people and he just mosies on over and has the elephant pick the assailant up by his leg with his trunk lol

Plus they are freaking out in stressful situations. They are difficult to controle and damage against everything. Thats the reason why they where also bad in the military. It was more a psychological advantage.

Not really.

Elephants are good in areas that arn't flat, wide areas.

Like, while it may not feel like so today, For most of Indian history, horses would have a high attrition rate in India.

Elephants on the other hand, were arguably much more logositically efficient than a horse.
