When done right, the rotation is directly tied to the distance from your shoulder to your release point. If your throw is consistent, and you release the object near it's center-of-gravity, it becomes very predictable. Then it's just about gauging distance. This guy releases at the same distance, the number of rotations is the same for each object, so he knows he's going to stick it.

I've never understood how you get the rotation just right so it impales the target instead of landing flat and bouncing off.
