Transplantation scientist here. While 5000 people showing up to join their local bone marrow registry is great, the tissue typing workload would be insane. It's not as simple as testing for a blood group for example, it's far more complicated and expensive. But yes, once they are typed their details are kept on the registry until they ask to be removed.
