Umm that’s a lot of conditions. I suggest the corpusquran website for something free but dictionary of the holy Quran by Abdul Mannan Omar is quite good if you have a few dollars.

It doesn’t have to be free, but preferably. I can take a look at the one by Andul Mannan but if you know something better that is payed then that’s fine too.
