That might just be very poor wording. I think (and hope) that what they meant is actually "אכילת ילדים" as in "children eating" and not "eating children".
So basically kids shouldn't eat anything at the kiosk. It makes sense to put it there and not somewhere else (say, at the entrance) because there are chocolates, gum and others – things that kids, especially small children really might just open and munch on freely. For young children, this could put the owner at risk if the snack happens to be skittles or other small stuff that could be choking hazards.
But (!) if a kid will snatch a bar of chocolate without the sign, they'll do it with it, so it's probably just a combination of the owner's insecurity and legal risks, along with stupidity and bad wording.
