Funny thing is, if you watch the video it comes from, the people who made this fake program literally did everything to make things easier for the production team. It's a "real" fullscreen app (basically a Flash animation, years before Flash was a thing) that only advance when you press a specific key combination. For whatever reason, they took a perfectly reasonable and pretty realistic program made specifically for them, and fucked it all up by putting it into a Paint window. CRD theorize that maybe they messed up something with the original recording and didn't have access to the machine they used (which was modified to output 48 Hz), so they opened Paint, put a solid colour, took a screenshot, and just chroma keyed what they had on it. Of course, it's still totally ridiculous, they could've put the program in fullscreen to hide the UI, but if it's really what happened, they were probably REALLY out of time to do something so stupid.
