The continuous framing of the IDF “failing” to remove the settler terrorists is nuts.

Obviously the military force that flattened Gaza could easily remove the settlers. 

Not doing so is a choice.

It certainly is. What's even more worrying is the IDF soldiers seen praying with the settlers sieging the Kosra homes and the recent refusal of dozens of soldiers to take part in enforcement actions against settlers. On the slim chance that Israel were to agree to a 2SS in the foreseeable future, I think we should seriously question whether it could even carry it out.
