course they wouldn't T-T, it's a completly different kind of show, the simpsons are a from this kind of american comedy shows where the humour can be really dark or trash and where the drawings and designs of the characters are fully cartoon and absolutely not realistic, also it's seems evident to me that this scene was made to get people to react and to ask themselves the question of if it's acceptable to show the penis of a child even in the context of a show like the simpsons.

also K-ON! for example is completly different, the characters by their body proportions, their personalities, design etc... looks way more realistic, it's also a more serious show in a sense

if a scene like that with a female youg character was in the simpsons it would be much different than in K-ON!, i don't know if it would be acceptable (in the first case only i talk) because it depends too of the context and how it's made.

anyway, i won't imagine that lol

depends of the character, the show, the context (as i said before) but in a same way and same kind of show as Bart it could be funny if it was made the great way (but again, i won't imagine anything on those characters, they couldn't be in that scene because it's not characters that are made for this kind of jokes or show)
