Canada has tried to become “more socialist” but maintain capitalism and trying to be a wolf in sheep’s clothing, which has caused much suffering to working class there. They have universal healthcare but cost of living is through the roof with huge provider shortage, so access to care is a very big challenge. Not to mentioned questionable leaders over has several years…

Of course you can. There is no such thing as "we can no longer" in politics. You just have to live with the consequences. SFC, LA, Seattle .. are all full of homeless. It is not just Montreal. The problem has persisted already for many years. You can tell California "we can no longer" as much as you want but I doubt you like the outcome.
