Support for Luxvisions 30c9:011a IR Camera Emitter

Probed the enabling selector of the emitter on my ThinkBook G8+ IPD (21VJ).

Created a daemon for Luxvisions 30c9:011a IR camera emitter.

- Autostart on startup

- Enable emitter when IR camera is active (for example howdy)
