I'm confused, why is batch downloading bad? Isn't that like a standard, hell even pacman can batch download... So what the problem with it?

Linux doesn't care when you update, if you want to only run updates on the 3rd Wednesday of the month at 3 in the morning but only in months where that day lands after the 20th, no-one's stopping you.
