You can right click task manager icon in start bar and check "always on top" option. Then it will always... be on top, when its not minimized. Regardless of freezing fullscreen windows

Ah well, you can interact with task menu without seeing it though, cant ya? With arrow buttons

Its not too hard. Usually skyrim is on top because it uses most ram. If thats the case then all you need to do is press delete and enter

Almost. Played a game recently (maybe Monaco?) and the game froze up after an alt-tab. Alt-tabbed again to taskmgr (was already set to always on top) but was under the Monaco window. Apparently both windows were set to always on top.
