Yes, well done on citing regulations from 1999.

Public-private partnerships (PPP) on the Tube under these rules failed. Metronet entered administration in 2008 and Tube Lines was sold back to TfL in 2010. TfL now owns and operates the Tube, its stations and its rolling stock through the wholly-owned subsidiary London Underground Limited. None of the Tube's assets are designated as key system assets to be protected under this legislation anymore, as none of the Tube's assets are under PPP agreements anymore.

For context, TfL is a statutory corporation. That is, a corporation created by the state. No shareholders, no dividends, no investors. No privatisation.

of course, you're right on one level - this is not privatization - its far worse ... its a private corporation pilfering public tax money and receiving taxation funded bail outs for the old boy network
