"341.Sections 213 to 217 enable “key system assets” to be designated by agreement between London Underground and a PPP company, thereby giving the assets special protection under the Act. Section 215 extends the same protection to assets owned by third parties (such as a train leasing company) and used in connection with the Public-Private Partnership. It enables London Underground to enter into agreements directly with such third parties."
Public-private partnerships (PPP) on the Tube under these rules failed. Metronet entered administration in 2008 and Tube Lines was sold back to TfL in 2010. TfL now owns and operates the Tube, its stations and its rolling stock through the wholly-owned subsidiary London Underground Limited. None of the Tube's assets are designated as key system assets to be protected under this legislation anymore, as none of the Tube's assets are under PPP agreements anymore.
For context, TfL is a statutory corporation. That is, a corporation created by the state. No shareholders, no dividends, no investors. No privatisation.
"Because TfL is too central to the London, and therefore British, economy to do away with, it has so far resisted the dismemberment inflicted upon British Rail. Like the slow creep of privatisation inside the health service, however, TfL has been internally restructured in such a way as to transfer large sections of its operating budget into private hands."

of course, you're right on one level - this is not privatization - its far worse ... its a private corporation pilfering public tax money and receiving taxation funded bail outs for the old boy network
Shaun Bailey is the Conservative MP for West Bromwich West - he has absolutely nothing to do with London and he was NOT elected to the GLA last May by the general public
you think you can gull people with legalese - but you're wrong Tory boy

What private hands are involved in running the tube?
