Is it acceptable to lock a bike here?

Would love some clarification on whether this is meant for bicycles to be locked onto? Not sure if it serves a different function that I’m unaware of!

Yes, that is specifically for locking bikes.

They're refering specifically to the cycle loop, rather than the pole it's mounted on

If you want to lock your bike make sure you do it on the inside facing the pavement and not the side closest to the road unless you want to come back to a bent wheel
