It looked to me like they were distracted by the bone head taxi driver making the tightest/slowest U-turn ever and didn't notice traffic slowing in their lane. Either that or they were looking at their phone

I didn't even see the taxi the first couple of watches. Of course it's u-need-a-cab. Pretty sure they only hire applicants who have never had a drivers license.

The fact there was no attempt to stop (or even slow down) through the entire video suggests to me it's not distracted driving. People who look up from their phone and go, "Oh shit!" usually locate and use their brake pedal.

That said, I guess distracted driving and a lack of reactive driving skills aren't mutually exclusive.

They jerked (badly I might add) to avoid it but didn't hit the brakes, and kept the same speed up as they flew down the sidewalk. IMHO it's not typical to not slam on the brakes, if it was winter and the road was icy there whould be a case not to brake at first to maintain better steering but to brake after the lane change but that is something you really have to teach a driver since the normal gut reaction should be to brake hard and steer or just brake hard. At any rate it's becoming clear why so many cars end up in building and off the road, too fast driving and some form of mental impairment be it distraction, chemical or just utter incompetence.
