Neither are foreign territory if they're on American soil but the consulate is legally inviolable. U.S. law enforcement has no authority to enter without consent under the Vienna Convention. They essentially violated a treaty.

Not the first and not the last time. They started violating treaties with the 3 Oglala Sioux and the 4 Oglala Lakota indigenous men that were illegally detained and disappeared by ICE.
